Due to the fact that technology research and development is often not achievable by a single enterprise, Zhang Guangqin suggests that the government can increase its efforts in scientific research and support in promoting industry wide transformation and upgrading, accelerating product replacement to meet market demand.

In terms of financial support for the shipbuilding industry, Zhang Guangqin suggests increasing the confidence of financial enterprises in entering the fields of shipbuilding and marine engineering equipment to carry out business, and encouraging cooperation projects where financial enterprises and shipbuilding enterprises share risks. Zhang Guangqin said, "At present, it is particularly necessary to avoid a 'one size fits all' approach and include shipbuilding projects in industries with high risk factors. I believe it is necessary to treat them differently and provide reasonable arguments for different shipowners and shipping companies. Financial institutions can undertake contracts and issue guarantees with projects with repayment capabilities." Zhang Guangqin explained that everyone should understand that the transportation of bulk goods in the world can only rely on sea freight and shipping. Shipbuilding is not a sunset industry. As long as it is fully demonstrated, the risk of a good project is not great. In times of production and operation difficulties, if enterprises receive support from banks, they can survive. If banks cut off loans and are unwilling to issue guarantees, they can only accelerate the rupture of enterprise capital flow and accelerate the shutdown and bankruptcy of enterprises. In fact, many small and medium-sized shipbuilding enterprises have not competed with the backbone large shipbuilding enterprises in the market. They have found products suitable for their own in the broad market segmentation. Such small and medium-sized enterprises should also be given financial support.
